Porygon is a bizarre concept. If it's artificially created in a computer, what defines it as a Pokemon? I suppose the idea of storing Pokemon in the PC is a relatively sophisticated sci-fi idea in the first place. I don't remember seeing anything more specific about Porygon in the manga I've read, and it certainly hasn't been in the anime since "the incident", which is total crap.
As far as the drawing, it was actually pretty hard to get it to look like Porygon. It's all a matter of getting the proportions of all the shapes right, and matching proportions is what I struggle with the most.
