Tangela is obviously complicated. A lot of pencil mileage and shapes to keep track of. I would not want to animate it. It seem to me like Tangela's only point in Gen 1 was to be rare. It was only catchable by surfing to a little patch of grass south of Pallet Town.
It got an evolution in Tangrowth later, which is more useful, but I don't really like the design any better.
